The Capital of the Republic of Buryatia is located in eastern Siberia, near world-renowned Lake Baikal. To meet commercialization objectives separate business enterprises are being established for the airport and regional airline which had formerly operated under a single management organization. The airport serves domestic, transborder and international traffic within Buryatia, to points in neighbouring Russian republics, and to points in Mongolia and China. LPS AVIA is assisting with commercialization through development of an Airport Vision and Master Plan, and development of a regional Airline Mission and Business Plan. Assistance includes business and planning reviews for the renovation, modernization and conversion of the air terminal building to meet current I.C.A.O. standards and western business practices. Regional airline objectives include replacement of the current AN-24 turboprop aircraft fleet with modern equipment and expanded services.

In February 2004, the Cabinet approved the Airport Master Plan and the Buriat Airlines Business Plan. The Cabinet meeting was covered by the Russian national news.
