RUSSIA - CIVIL AIRPORTS (AIRSIDE) CHARTER REVIEW

A new property management concept was adopted by the Russian Federation based on State Unitary Enterprises assuming responsibility for state-owned airside infrastructure and Airport Companies assuming ownership and control of groundside infrastructure and associated revenue sources. The Civil Airports (Airfields) Administration was established to take over state owned airside assets, prepare an inventory, and develop a methodology for management and cost recovery.

LPS AVIA was called upon to review federal airport state enterprise statutes, assess the adequacy of the new Enterprise through a detailed examination of the terms of the Management Charter, and to compare the approach being taken by the Enterprise with international practices. Moscow Airports were the first to be impacted by the new federal property management concept.
