NUNAVUT AIR SERVICE PLANNING AND IMPLEMENTATION

LPS AVIA led development of the multi-modal Nunavut Transportation Strategy (2002) for the new Canadian territory. The strategy includes essential passenger and cargo services to 26 communities with a population of 27,000 people distributed across 1,994,000 square km. of the Canadian arctic. Air service market research, analysis and studies included: inventories of equipment, services, routes, fares and facilities; consultations with 7 scheduled carriers, some 400 stakeholders and the public; and development of strategic alternatives to improve access, reliability, levels of service, equity and fare levels, among other benefits.

Accepted by Cabinet, the new strategy entered the implementation phase during 2003. Implementation actions include modernizing airline fleets, improving connectivity, raising levels of service, and increasing service frequencies. LPS AVIA is administering an industry Expression of Interest process whereby air carriers have been invited to voluntarily suggest specific system improvements in return for guarantees of business.
